Journal law since 2023 — not optional

Beginning January 25, 2023, every New York notary — including people who only do traditional in-person work — must log each notarial act and keep that record 10 years. Electronic notaries also keep the audio-video file. Students who come back every four years for a new Ideal self-inking stamp (statement of authority under the original signature) often miss this. New York does not require a seal on every notarization, but a handful of instruments still do — protest for non-payment and safe-deposit inventories among them. Other states and foreign consulates often expect one. The License Law permits you to use a seal on everything you notarize, which is what we recommend.
